ISSU motions come in three main forms: a policy, a directive mandate and a constitutional amendment.

Things to know:

  • These policies/mandates/amendments decide the direction of ISSU and have a huge impact on the organisation and the representation of all second-level students.

  • A policy or directive mandate exists for three years, after three years it expires and will need to be re-voted upon

  • The proposing delegate will need to be present at An Chomhdháil Bhliantúil to proposal the policy/mandate/amendment.

  • If no one is present to propose the motion, the motion will fall and will not be discussed or voted on.

what is a policy?

A policy is used to call on ISSU to adopt a policy stance (and to tell the world about it) Through policies, you can call on ISSU to favour, oppose or support a matter affecting second-level students.

When writing and submitting a policy to be discussed at Comhdháil, you do so in two parts:

The Proposal: a short summary of what you are proposing using a prefix (also known as a stative verb) such as ‘ISSU believes, Recognises, Supports, Notes with interest’

The Rationale: An explanation to support why you believe ISSU should support this policy and any information you want the delegates to know about the proposed policy.

What is a directive mandate?

A directive mandate is used for when you want to mandate an action within ISSU. This could be to propose a campaign, a report or to work with certain organisations and/or bodies on certain projects or to raise awareness. For example: to mandate ISSU to run a yearly ‘run for your student council campaign’

what is a constitutional amendment?

A motion seeking to amend the Constitution of the Irish Second-level Students’ Union.

When submitting this, there will be three parts;

-Submission of the NEW wording you like change

-A rationale for the constitutional amendment i.e explaining why you believe this amendment is necessary

-A copy and paste of the part of the constitution you wish to amend or subtract. (if you are adding a new part to constitution, please reference what section you believe it falls under)

Who can submit a motion to ISSU Comhdháil?

Member schools can! If your student council isn’t a part of ISSU, any motions you submit will not be brought forward.

There are further rules such as:

  • A member school student council can only submit a maximum of 5 motions

  • Officers of the Regional Officer Body can submit one motion each provided it has been approved by their fellow regional officers and student council representatives in their region.

  • Coiste Gnó officers can submit a maximum 3 motions each, including motions on behalf of their working groups.
